Introduction of Minimum Salary Requirements for Expats under BOI Promotion

One of the attractive incentives for investment promotion offered by the Thailand Board of Investment (“BOI”) is the incentive to bring in foreign skilled workers and experts to work in the promoted business activity in numbers and periods of time as the BOI may deem appropriate. Added convenience in ability to access and utilize the Single Window for Visa and Work Permit system and process at the Thailand Investment and Expat Services Center (“TIESC”).

Prior to the BOI Announcement No. 8/2568 announced on 5 June 2025, the minimum average monthly salary requirements for expats only applied to certain positions in certain promoted business activities (such as International Business Process Outsourcing: IBPO, Software, Digital Technology Services, etc.). Now, beginning 1 October 2025 for projects which had obtained investment promotion certificates from the date of the BOI Announcement, the minimum average monthly salary requirement for expats applies to all promoted business activities. Please see below on the examples of the requirements:

  • Executive level – no less than THB 150,000 per month (with the exception of the following positions: chairman, president, CEO, managing director)
  • Management level – no less than THB 75,000 per month or in case the individual holds at least a bachelor’s degree, the average monthly salary shall be no less than THB 50,000
  • Operation level – no less than THB 50,000
  • Scientific and technology researchers, engineers, IT experts - no less than THB 75,000 per month or in case the individual holds at least a bachelor’s degree, the average monthly salary shall be no less than THB 50,000
  • Operator level attached to workstation in Trade and Investment Support Office or TISO, IBPO – no less than THB 35,000

For projects which had obtained investment promotion certificates prior to the date of the BOI Announcement i.e. 5 June 2025, this requirement applies 1 January 2026 onwards.
